Many people think that the BOP has “5 categories” of institutions when discussing security levels. This is not true. There exists a miscellaneous 6th category that never gets talked about. Enter “Administrative Security Institutions”.
These institutions are basically like a salad. They’re an eclectic mix of different prisoners of all different security levels. The BOP can put anyone here they want, whenever they want. So you can have minimum security points and be placed into an institution with a mix of high security, medium security, low security, and minimum-security inmates.
